Troell joins Locke Lord from Bracewell.
“Carey brings a strategic skill set from both sides of public finance transactions, taking Locke Lord’s full-service offering in Texas to the next level,” said Kevin Twining, Co-Chair of the Firm’s Public Finance Practice Group and a Partner in Locke Lord’s Dallas office. “In addition to his private practice, Carey’s experience in Texas’ Public Finance Division as an assistant attorney general will provide invaluable insight into the process and rules for approval of governmental debt by the Office of the Texas Attorney General.”
“Carey’s arrival highlights the Firm’s continued commitment to growing the Public Finance Practice, particularly following the recent additions of well-known tax attorney Adam Harden, John Hall and Justin Rodriguez in Austin,” added Stephanie Massey, Boston Partner and Co-Chair of Locke Lord’s Public Finance Practice Group. “Their complementary practices amplify the Firm’s national presence as a leader in the public finance sector.”
Troell has two decades of experience representing a full range of state and local governmental entities, nonprofits and for-profit entities, and other public and quasi-public institutions within the State of Texas in the area of public finance law. In addition, he serves as underwriter’s counsel, trustee’s counsel and bank counsel to financial institutions, and disclosure counsel, issuer’s counsel and general counsel to local government entities and nonprofit corporations in public finance transactions. Prior to entering private practice, Troell served as an assistant attorney general for the Public Finance Division of the Office of the Attorney General for the State of Texas.
“Locke Lord’s nationally recognized public finance team, deep bench of tremendous lawyers and culture of collaboration make it the perfect fit for my practice and clients,” said Troell. “The Firm has shown a strong commitment to Texas public finance, and its deep ties and continued emphasis on growth within the state excite me for the future and the future of my clients in Central and South Texas.”
