Marten Law PLLC has expanded its energy and environmental practice by opening an office in Boise, Idaho, with Thomas Perry, formerly General Counsel and chief legal advisor to Idaho Governor C.L. “Butch” Otter. Perry joins existing Idaho partner Terry Uhling, formerly General Counsel of the J. R. Simplot Co. and a member of its Board. Together they offer resource, mining, agriculture, and energy clients a seasoned team with deep roots and unique experience in the Mountain West. The firm’s new Boise office—its sixth—continues its recent growth with additions in California, Washington, and Oregon.
Perry comes to Marten Law after nearly 10 years of service in the Idaho Governor’s office and a year as the Director of Air Quality for the National Mining Association in Washington, D.C. During his tenure in Governor Otter’s office, Perry served as one of the state’s principal negotiators of the Idaho Roadless Rule and chaired the Governor’s Sage-Grouse Task Force—a group charged with developing a state management plan to preclude listing under the Endangered Species Act. Tom has litigated in federal court, has negotiated with senior staff at the Department of the Interior, has collaborated on ESA and natural resource with senior agency officials in Wyoming, Utah, Colorado, and Nevada, and has advised all of the key resource, environmental, and energy agencies in his own state.
Perry is active in the Boise business community and will continue his frequent activities as a lecturer on environmental and regulatory issues. “I have been honored to serve Governor Otter and the State of Idaho and I believe that unique experience will enable me to help solve the many complex environmental issues facing resource-based companies here in Boise and throughout the West,” said Perry.
Perry earned his J.D. from the University of Idaho College of Law, and his B.A. in Political Science from Brigham Young University. He was a judicial extern for the Honorable Larry M. Boyle (D. Idaho) while in law school.
