Rachel Marmor has joined Holland & Knight as a partner in the firm’s Boston office. Ms. Marmor counsels clients on a range of legal issues related to data strategy, privacy compliance, transaction risk and emerging technologies. She previously was a partner at Davis Wright Tremaine.
Before joining her former firm, Ms. Marmor was a vice president at Barclays, serving as the chief legal adviser to the company on issues related to data creation, usage, retention, sharing and deletion. She was a leader in enterprise data governance initiatives and partnered with technology, compliance and risk stakeholders to assist the company in achieving desired technology outcomes while reducing regulatory risk.
Ms. Marmor helps clients operationalize evolving federal, state and self-regulatory privacy requirements, including the California Consumer Privacy Act (CCPA), Virginia Consumer Data Protection Act (VCDPA), Children’s Online Privacy Protection Act (COPPA) and the EU General Data Protection Regulation (GDPR). She also counsels financial institutions and fintechs on compliance and contractual issues involving sharing of data among bank, data aggregators and fintech platforms against a background of requirements in the Gramm-Leach-Bliley Act and Consumer Financial Protection Bureau Open Banking Principles.

Ms. Marmor received a J.D. degree from Columbia Law School and a B.A. degree from Tufts University. She is licensed to practice law in Massachusetts and New York.
