Global law firm K&L Gates LLP has added Theodore Paradise to its Energy, Infrastructure, and Resources practice area. Based in the firm’s Boston office and also working out of the New York and Washington, D.C., offices, Paradise brings an extensive background in energy law and regulation, project development, transmission system planning and operational issues, and consensus building, as well as federal and state policy. Paradise joins K&L Gates from Hexicon USA, LLC.
With more than two decades of legal experience, including a deep regulatory background and understanding of the business side of renewable project development, Paradise assists clients in navigating the rapidly changing landscape of the electric utility industry, particularly in the growing offshore wind area and transmission development. Having counseled grid operators on the West Coast and in the Northeast, Paradise’s addition will help allow the firm’s Power practice to provide industry-leading advice in navigating ISO and RTO tariffs, markets, and stakeholder processes and in complex regulatory proceedings.
While at his previous position, Paradise served as chief policy and legal officer to the European-headquartered floating offshore wind and technology developer on North American matters. This included the company’s approach to and relationships with federal and state regulatory agencies including the US Federal Energy Regulatory Commission (FERC), Bureau of Ocean Energy Management, and the Department of Energy, and development efforts in deep water regions of both the Pacific and Atlantic oceans.
Previously, Paradise served as an executive vice president at Anbaric Development Partners, LLC, overseeing federal policy and regulatory matters with a focus on transmission development and interconnection for offshore wind, as well as project and competitive bid development.
Prior to that role, Paradise was assistant general counsel at ISO New England Inc., where he was responsible for a wide range of proceedings before FERC, including rate hearings and settlements, numerous tariff filings, and rulemakings. Paradise was responsible for legal and strategic matters related to system planning and operations, including North American Electric Reliability Corporation and Northeast Power Coordinating Council compliance, generator interconnection, regional and interregional system planning and cost allocation, and state siting. Paradise also served as the chair of the ISO-RTO Council’s Regulatory and Legislative Committee, where he led the development of consensus positions for all of the US and Canadian ISOs and RTOs.
