International law firm Proskauer announced today the arrival of Dr. Fangli Chen as a partner and vice chair of the Life Sciences Patent practice, and Daniel Klein as senior patent counsel, both resident in its Boston office.
An accomplished lawyer with deep scientific experience, Dr. Chen focuses primarily on patent and intellectual property transactional work, including the strategic development and prosecution of complex worldwide patent portfolios for companies in the biotech and pharmaceutical industries, universities and research institutions. She also has established strengths handling inter partes reviews (IPRs) at the Patent Office, licensing and advising as investment or acquisition counsel.
Dr. Chen’s background combines a Ph.D. degree in biology from the Massachusetts Institute of Technology, an M.S. in plant pathology from Oklahoma State University and a B.S. in genetics from Fudan University (Shanghai, China) with experience as a patent practice technology specialist at a law firm. She received her J.D. from Suffolk University Law School.
Mr. Klein counsels companies and academic institutions in the design and implementation of intellectual property strategies in the areas of chemistry and pharmaceuticals, assisting clients in global patent portfolio creation and management; freedom-to-operate studies; non-infringement, patentability and invalidity analyses; due diligence investigations in connection with acquisitions and licenses; and pharmaceutical product lifecycle management. He previously served as in-house counsel at Millennium Pharmaceuticals and Wyeth. He holds an M.S. in organic chemistry from the University of Wisconsin and a B.S. in chemistry from Bucknell University. He received his J.D. from Duke University School of Law.

Dr. Chen and Mr. Klein join Proskauer from the Boston office of Choate Hall & Stewart. In addition to the arrivals of Dr. Chen and Mr. Klein, our Life Science Patent team will also include patent agent and technology specialist Dr. Meaghan Bychowski and others. Dr. Bychowski works with life sciences clients of all sizes in the preparation and prosecution of patent applications. She holds a Ph.D. in neuroscience from the University of Wisconsin-Madison and a B.A., summa cum laude, in biology from Augustana College.
