A. Victor Rawl, Jr., Henry W. Frampton IV, and Josh W. Dixon have joined Gordon Rees Scully Mansukhani as partner in the firm’s Charleston office. Also, joining the Charleston office is of counsel A. Victor Rawl and associate Megan M. McNeely.
In addition to Rawl, Jr.’s practice in South Carolina, he will be instrumental in Gordon & Rees’s expansion to Nebraska. He will be the office managing partner in the firm’s new Omaha and Lincoln offices. The Nebraska offices will be the firm’s 44th and 45th to open in the United States.

Siachos and Senior Counsel Elizabeth Fritz Bailey have been the lead contacts in the Charleston office for approximately five years. The addition of this new group will increase the office’s attorney headcount to seven and further enhance the key practice areas.
A. Victor “Vic” Rawl, Jr. will join Peter Siachos as co-managing partner of the Charleston office. He will be the managing partner of the Nebraska offices. Rawl, Jr. focuses his practice on class action, construction, health care, commercial and business litigation with broad experience in numerous areas of complex litigation in federal and state courts, as well as in arbitration. He has built a reputation for his defense of large national builders, product manufactures, hospitals, and other health care companies. He has served as a consultant to various law firms with regard to the class action strategy, and on occasion, as private counsel to corporations and individuals whose defense is being provided though an insurance carrier. In addition, Rawl, Jr. has litigated matters in construction, products liability, general contract, mechanic’s lien, unfair trade practice, civil RICO, trade secret, lender liability, corporate unwind, shareholder disputes, Medicare fraud, qui tam, drug and medical device, nursing homes, and Certificate of Need. Rawl, Jr. is admitted to practice in South Carolina, Nebraska, U.S. Supreme Court, U.S. District Courts, District of South Carolina and District of Nebraska, and U.S. Court of Appeals, Fourth and Eighth Circuits. Rawl, Jr. has been Martindale-Hubbell Peer Review Rated “AV Preeminent” in Litigation, Construction Law and Class Actions. Henry “Hal” W. Frampton IV concentrates his practice in employment and litigation matters. He regularly assists employers with all aspects of the employment relationship, from structuring hiring practices, compensation arrangements, and non-competition/confidentiality protections on the front end, to counseling on harassment, leave and disability issues during the employment relationship, to handling sensitive terminations, severance agreements, and reductions in force on the back end. In addition, he has litigated claims involving all major state and federal employment statues. Frampton, has significant experience advising health care clients on the interaction between employment law and health care fraud and abuse law, and he regularly assists physician practices, and health care institutions with structuring employment and independent contractor relationships. He also litigates a wide variety of disputes, including intellectual property claims, general commercial disputes, real estate and foreclosure matters, and professional liability claims. He is admitted to practice in South Carolina.
Josh W. Dixon’s practice centers around employment, intellectual property and insurance law. He has litigated many types of employment claims, including claims under Title VII of the Civil Rights Act, Americans with Disabilities Act, Age Discrimination in Employment Act, Family and Medical Leave Act, Fair Labor Standards Act (wage and hour violations), and numerous state law claims. In addition, Dixon has handled whistleblower claims, both involving claims arising out of employment relationships, including claims involving fraud against the federal government. Dixon has also litigated intellectual property claims, including those that typically arise out of business or employment relationships gone wrong, such as misappropriation of trade secrets and theft of other intellectual property, trademark and copyright violations, breach of non-compete and confidentiality agreements, and unfair trade practices. Dixon is admitted to practice in South and North Carolina.
A. Victor Rawl will join the Charleston office as Of Counsel. He is a retired 9th Circuit Court Judge and currently serves as chairman of the Charleston County Council. As a Circuit Court Judge from 1991 to 2003, he presided over thousands of Criminal and Civil Court cases throughout the State of South Carolina. Rawl focuses his legal practice on mediation and alternative dispute resolution and general litigation.
Megan M. McNeely joins the Charleston office as an associate. McNeely concentrates her practice on labor and employment law. She represents clients in EEOC and DOL investigations, as well as general employment law consultation. She provides strategic solutions to help her clients avoid lengthy disputes involving a range of employment and labor matters. In addition, McNeely assists her clients in employment litigation matters and has experience with appellate work. McNeely is admitted to practice in South Carolina, Tennessee, U.S. District Court, District of South Carolina, U.S. District Court, Western District of Tennessee and U.S. District Court, Western District of Texas.
