H. Holden Brooks, an accomplished litigator and strategic adviser who represents corporate clients across industries, has joined McGuireWoods’ Antitrust, Trade & Commercial Litigation Department as a partner in Chicago* and Washington, D.C. Brooks comes to the firm from Foley & Lardner LLP.
Brooks focuses on mergers, complex litigation, criminal enforcement and counseling. She has represented healthcare providers in criminal and civil investigations by the U.S. Department of Justice Antitrust Division, the Federal Trade Commission and state attorneys general, and in merger challenges in federal, state and administrative courts.
Her clients include large nonprofit health systems, physician groups and healthcare startups. Brooks also advises public companies, private equity funds, and private equity-sponsored companies as antitrust counsel on mergers and acquisitions.

Brooks joins a McGuireWoods practice that represents clients throughout the world on antitrust and competition law, including litigation and government investigations, business antitrust counseling and mergers. The firm’s lawyers obtain Hart-Scott-Rodino and foreign clearance for mergers and acquisitions, as well as litigate challenges by antitrust enforcement agencies. McGuireWoods’ antitrust lawyers appear before courts, agencies and tribunals throughout the United States and in Europe.
