Attorneys Steven J. Primo and Courtney M. Hills of the Primo Law Offices in East Syracuse have moved their practices and joined Harris Beach PLLC in Syracuse effective September 30, 2013. This move expands the Harris Beach statewide Municipalities and Local Agencies Industry Team and the Commercial Real Estate Practice Group in Central New York. At Harris Beach, Mr. Primo is a partner of the firm and Ms. Hills is a senior counsel.

Mr. Primo said: “Courtney and I are excited to be joining Harris Beach as the firm represents more than 150 municipalities and agencies across the state. This is a wonderful platform upon which to continue to serve municipal and agency clients and build our practice accordingly.”
Mr. Primo represents village and town legislative, planning, zoning, assessment and environmental review boards, as well as fire companies and districts. He also represents property owners, community groups, condominium and owners associations, developers and retailers before local, county and state agencies. Mr. Primo received his JD from the Delaware Law School at Widener University and his BA from the State University of New York at Buffalo. He is a member of the New York State Bar Association, the New York State Conference of Mayors and Public Officials, the New York State Association of Towns and the New York Planning Federation.
Ms. Hills concentrates her practice in the municipal, land use and zoning areas generally and in representing municipal clients and zoning variance applicants at various board meetings and hearings. She represents private and municipal clients in commercial real estate transactions and development, and is involved in a variety of municipal contractual agreements. Ms. Hills received her JD from Syracuse University College of Law, her BS from Syracuse University College of Human Services & Health Professions, and her BA from Syracuse University College of Arts & Sciences. Ms. Hills is a member of the New York State Bar Association, the New York State Conference of Mayors and Public Officials and the New York State Association of Towns.
