Two Environmental Litigators Join Whiteford Taylor & Preston

Washington, DC.  Whiteford Taylor & Preston announced today that Barry S. Neuman and Lynn M. Gallagher, both formerly of Carter Ledyard & Milburn LLP, have joined the firm’s litigation practice in the Washington, D.C., office.

Barry S. Neuman practices in the fields of environmental law and litigation, complex commercial litigation, and administrative law.  He has represented clients in state and federal courts and administrative tribunals across the country, at the trial and appellate levels, in an extraordinarily broad array of subject matters. 
During his thirty-seven year career, Mr. Neuman has litigated cases under virtually every major federal environmental law and state counterparts, including seminal cases under the Clean Water Act, Clean Air Act and hazardous waste statutes.  After beginning his career in Manhattan, he worked at the U.S. EPA and Department of Justice, where he earned numerous awards and spearheaded the government’s representation in landmark cases.  In private practice, he has represented all types of clients in environmental matters, ranging from Fortune 500 companies and small businesses, to community associations and government entities.  Mr. Neuman has represented many agrochemical clients in dozens of data compensation arbitration proceedings arising under the federal pesticide law.  With his colleague Lynn Gallagher, he has developed one of the most widely respected practices in that field.
Mr. Neuman also has a broad commercial litigation practice, including in such diverse areas as trademark infringement, SEC enforcement, commercial fraud and breach of contract, takings litigation, software licensing disputes, shareholder/management disputes and associated commercial counseling. 
He received his undergraduate degree from the University of Rochester (with High Distinction, Phi Beta Kappa) and his law degree from UC Berkeley, where he was the Developments Editor of the Ecology Law Quarterly.  He has long been listed in Best Lawyers in America.  He is an active member of the bars of D.C., Maryland and New York.
Lynn Monk Gallagher practices in the field of environmental law, focusing on matters under the federal pesticides law.  With Mr. Neuman, she has handled dozens of FIFRA data compensation arbitration cases and counsels her clients on a range of legal and regulatory issues relating to the agrochemical industry.
Ms. Gallagher has practiced environmental law for more than 20 years.  Her work has involved most of the federal environmental statutes.  She has counseled manufacturing companies, utilities and other companies on how to comply with the Clean Water Act, the Resource Conservation and Recovery Act, and other statutes, and has negotiated water discharge permits for a broad range of facilities.  She has represented companies and individuals in civil and criminal enforcement actions under the federal environmental laws.  Ms. Gallagher participated in an award-winning joint effort that included asphalt manufacturers, the asphalt pavement industry, labor unions and the U.S. Occupational Safety and Health Administration to develop measures to reduce worker exposures to asphalt fumes.
Ms. Gallagher is the author of the Clean Water Handbook (Third Ed.) and wrote the Clean Water Act chapter of the well-respected Environmental Law Handbook for several years.
Ms. Gallagher received a B.A. degree (highest honors, Phi Beta Kappa, National Merit Scholar) from the University of Florida and her law degree (magna cum laude) from Georgetown University Law Center.  She is a member of the bars of the District of Columbia and Maryland.
