Allen & Overy announced today that Jeffrey A. Lehtman and William E. White have joined the Washington, D.C. office as partners in its leading U.S. securities and financial services regulatory practice.
Jeff and Bill bring complementary experience in representing financial services firms, public companies, and their officers, directors, and employees in U.S. Securities and Exchange Commission (SEC) enforcement investigations, FINRA investigations, as well as related criminal investigations, internal investigations and securities litigation.
In particular, Jeff and Bill’s strong background in representing financial services firms will bolster Allen & Overy’s ability to provide those clients comprehensive, cross-border advice in connection with domestic and foreign compliance and regulatory inquiries, internal investigations and enforcement and disciplinary matters involving the SEC, FINRA, other self-regulatory organizations and non-U.S. regulatory authorities.
Jeff, a former trial attorney with the U.S. Department of Justice, Office of International Affairs, focuses his practice on advising clients on cross-border enforcement matters and frequently represents financial institutions and other multinational companies in connection with parallel regulatory proceedings in the U.S. and abroad including those in which domestic and foreign regulatory authorities have alleged violations of U.S. and foreign laws pertaining to securities fraud, anti-corruption, insider trading, market abuse and accounting requirements.
Bill, a former branch chief and senior trial counsel with the Enforcement Division of the SEC, focuses his practice on advising clients across the financial services industry on a wide variety of regulatory inquiries and investigations including those in which the SEC, FINRA and other regulatory authorities have alleged violations of U.S. laws pertaining to securities fraud, accounting, public disclosure, insider trading and broker-dealer rules and regulations.

Prior to joining Allen & Overy, Jeff was a partner at Richards Kibbe & Orbe in Washington, D.C. and Bill was a partner at Akin Gump Strauss Hauer & Feld in Washington, D.C. Jeff received his J.D., cum laude, from the University of Michigan Law School and Bill received his J.D., cum laude, from the Pepperdine University School of Law.
