John Arnold, a seasoned and well-respected energy lawyer, is joining Locke Lord as a Partner in the Houston office. With his extensive experience in electricity and midstream oil and gas matters, Arnold has built a reputation for being one of the top energy regulatory attorneys in the state of Texas. His move to Locke Lord makes even stronger the client-servicing capabilities of the Firm’s nationally recognized Energy Practice Group.

Arnold has deep experience representing energy clients in a broad range of matters including regulatory litigation, compliance and enforcement as well as commercial contracts, due diligence and counseling for project development and energy transactions. He has a unique understanding of the electricity sector—representing electric utilities, retail electric providers, industrial customers and generators in both regulatory and transactional matters. He has served clients in the oil and gas sector including producers, midstream and natural gas local distribution companies, and has experience representing clients before numerous Texas state agencies, including the Public Utility Commission of Texas and the Railroad Commission of Texas.
Arnold was with Locke Lord from 2000-2012, and re-joins the Firm from Winstead, where he was a shareholder in its Energy and Public, Regulatory, and Environmental Law practice groups.
Arnold has been recognized by Chambers USA for excellence in the category of Energy: State Regulatory and Litigation (Electricity) from 2012-2015. In 2015, he also was recognized by Chambers for Energy: State Regulatory and Litigation (Oil & Gas). He is a member of the State Bar of Texas in the Public Utility Law Section, Houston Bar Association in Oil, Gas and Mineral Law Section, Gulf Coast Power Association, Energy Bar Association and Hispanic Bar Association of Houston and Hispanic Lawyer Society of Houston.
