Morgan Lewis today welcomes to its Houston office two veteran healthcare lawyers who represent hospitals, health systems, and other medical providers on a wide array of regulatory, transactional, litigation, and government investigations matters across the United States. The partners—Susan Feigin Harris and Donna S. Clark—are highly respected healthcare lawyers in Houston, a city known for its world-class, cutting-edge hospitals and medical research facilities. Ms. Harris and Ms. Clark joined Morgan Lewis today, with additional partners and several of counsel, associates, and other team members expected to join Ms. Harris and Ms. Clark later this month.
This addition in Houston expands Morgan Lewis’s core group of healthcare lawyers in Washington, DC, Boston, Philadelphia, Chicago, Los Angeles, and San Francisco, all of whom work together to provide regulatory, corporate, compliance, and litigation advice and counseling to many of the largest healthcare systems and physicians’ groups in the United States.

Ms. Harris routinely counsels healthcare clients in reimbursement issues and disputes involving government programs such as Medicare and Medicaid and commercial payors. She is particularly knowledgeable on the Affordable Care Act and delivery reform initiatives at both state and federal levels, such as the creation of patient-centered medical homes and care coordination entities. She also serves as a trusted advisor to numerous children’s hospitals across the United States.
Ms. Clark represents healthcare providers on issues concerning federal laws governing the relationships between physicians and other healthcare providers and the entities to which they refer patients. She advises clients on structuring joint ventures and contractual relationships in compliance with laws, including federal and state anti-kickback statutes and self-referral laws.
