Crowell & Moring Strengthens National Health Care Practice With West Coast Partner Trio

Crowell & Moring LLP has bolstered its Health Care Group with the addition of three partners in the firm’s Los Angeles office. The trio includes Kevin Kroeker, Peter Roan, and Scott J. Moore, who join the firm from Locke Lord LLP. With a particular focus on handling regulatory, litigation, and transactional matters for managed care and other health care organizations, the team brings more than 75 years of combined experience to the firm’s health care practice.

A former co-chair of Locke Lord’s Health Care Practice Group, Kroeker represents health care organizations on a wide range of transactional and state and federal regulatory matters. His representative clients include HMOs, Medicare Advantage Organizations, Medicaid Managed Care plans, insurance companies, medical groups, and community clinics. Kroeker has substantial experience advising clients on regulatory compliance issues, mergers and acquisition and other health care transactions, enforcement matters, and nonprofit governance issues. Kroeker received his J.D. from the University of California, Davis School of Law, and his B.A. from the University of Oklahoma.

A proven trial lawyer, Roan concentrates his practice on business litigation in the health care and insurance industries. He has tried and arbitrated numerous complex cases involving a variety of cutting edge issues affecting the managed care industry. Roan’s experience includes representing clients  in a broad range of health care litigation including reimbursement matters, defense of  class actions, bad faith, wrongful death, unfair business practices, antitrust, false claims, and RICO allegations. Roan also represents clients facing regulatory action, both in court and before the agencies themselves. He has numerous reported court decisions affecting the managed care industry. Roan received his J.D. from Marquette University Law School, and his B.B.A. from the University of Iowa.

Moore, also a member of Crowell & Moring’s Corporate Group, practices general business and corporate law with a special focus on information technology and real estate transactions in the health care industry. Moore’s experience includes the formation and development, acquisition, disposition and restructuring of privately-held health care entities and purchases, sales, leasing and financing of multi-state portfolios of real property and personal property. Additionally, he has counseled clients on a broad range of transactions including joint venture, co-branding, consulting, construction, advertising, and information technology agreements. Moore’s information technology experience includes negotiating the comprehensive replacement of health care entities’ legacy IT systems and services, licensing of medical devices and core health care management software, and business process outsourcing agreements. Moore has also  advised clients regarding state and HIPAA privacy laws. He received his J.D. from the University of Southern California Gould School of Law, his M.B.T. from the University of Southern California, and his B.S. in accounting from Loyola Marymount University.
