Pillsbury today welcomed new public practices partner Richard “Dick” B. Oliver. Oliver joins the Los Angeles office along with a group of litigation and government contracts attorneys who joined the firm over the past few weeks from McKenna Long & Aldridge.
“The addition of Dick to our firm-wide government contracts group further strengthens the service offerings for our Chambers-ranked government contracts practice,” said Nancy A. Fisher, leader of Pillsbury’s public practices and public policy sections. “His significant experience and knowledge will further expand our ability to serve our clients.”
Oliver has more than 35 years of experience representing clients dealing with a wide range of government contract issues concerning the Department of Defense and civilian agencies. He has frequently represented clients at the Government Accountability Office, the United States Court of Federal Claims, the Small Business Administration’s Office of Hearings and Appeals, in state and federal courts, and before administrative boards of contract appeals, including the Armed Services Board of Contract Appeals. He has an active bid protest practice, both in contesting agency contract award decisions and defending contracts awarded to his clients, at the GAO and the Court of Federal Claims.
Oliver received his J.D. from Harvard in 1977 and his B.A. from University of Virginia in 1974. Prior to entering private practice, he served as an attorney in the Office of the General Counsel of the U.S. Air Force from 1977 to 1980. He is admitted to practice in California, Georgia and the District of Columbia.
