U.S. Environmental Protection Agency Official Joins McDermott

International law firm McDermott Will & Emery today announced the appointment of Jacob Hollinger as a partner in the Firm’s Energy Advisory Practice Group, based in its New York office.

Mr. Hollinger brings significant experience to McDermott’s energy and environmental practices, particularly on Clean Air Act issues. He joins McDermott from the U.S. Environmental Protection Agency (EPA) where he was the Acting Air Branch Chief in the EPA Region 2 Office of Regional Counsel.  At EPA, Mr. Hollinger supervised several staff attorneys and was Region 2’s senior attorney for all Clean Air Act enforcement, litigation, permitting and rulemaking matters.

Before working at EPA, Mr. Hollinger was an Assistant Attorney General for the State of New York and New York’s lead litigation counsel in several complex environmental and energy-related matters, including a federal Clean Air Act trial. Mr. Hollinger was previously a motions law clerk for the U.S. Court of Appeals for the Second Circuit and a litigation associate in the New York office of another AmLaw 100 firm.  He is admitted to practice in New York and before the U.S. Court of Appeals for the D.C. Circuit and the U.S. District Courts for the Southern, Eastern and Western Districts of New York.

“The addition of Jacob to our team is an important step in our continuing efforts to bolster McDermott’s energy and environmental practices, and we are extremely pleased to have him onboard,” said Blake H. Winburne, global head of McDermott’s Energy Advisory Practice Group. “Jacob has deep expertise in the regulatory details of the Clean Air Act, honed at the principal environmental agency of the Federal government. He will be very helpful to our energy, natural resources and industrial clients in dealing with agency inquiries, compliance violations and enforcement proceedings, whether in administrative agency actions or in litigation.”

“Air emissions regulation is a critically important component to many energy projects,” added Mr. Winburne. “Our existing clients, particularly those in the power generation sector, need air regulatory and permitting guidance in connection with their projects, and these companies will also require environmental advice in response to new regulations and as part of compliance investigations and enforcement proceedings. Jacob is well positioned to meet these needs, together with the rest of the McDermott environmental team.”

McDermott Will & Emery maintains a leading global energy and natural resources practice with more than 50 lawyers and other professionals spread throughout the Firm’s worldwide platform. McDermott represents U.S. and international clients in complex transactional, regulatory, enforcement, litigation and tax matters.
