In a move that reinforces Nixon Peabody LLP’s health care practice as one of the preeminent practices in New York State, the firm is pleased to announce that veteran health care attorneys Philip Rosenberg and Laurie Cohen have joined the firm’s Albany, NY, office as new partners. Mr. Rosenberg and Ms. Cohen, who left Wilson Elser, an Am Law 100 firm, will be working along with current Nixon Peabody partner Peter Millock, a former general counsel at the New York State Department of Health, and counsel Barbara Asheld, a former house counsel at the Department of Health.

Mr. Rosenberg represents health care providers in a wide range of regulatory, transactional, and litigation matters, with particular emphasis on reimbursement, compliance, fraud and abuse, licensure, network formation and provider affiliation, managed care contracting, and tax-exemption. For the past 20 years, Mr. Rosenberg has represented virtually all types of health care providers, including hospitals, health networks, nursing homes, home health care agencies, medical transportation companies, physician practices, individual professionals, assisted living providers, and adult homes, as well as industry associations. In the course of that representation, Mr. Rosenberg has played a leading role in several landmark cases impacting the health care industry.
Ms. Cohen represents an array of health care providers in corporate and regulatory matters. She has a broad range of experience providing business, transactional, and regulatory guidance and services to individual hospitals, health care networks, physician groups, and other health care providers. She also serves as outside general counsel to a number of health care associations and hospital systems. Ms. Cohen has extensive knowledge in the areas of not-for-profit governance, health information privacy, professional licensure, and fraud and abuse, including state and federal self-referral, anti-kickback, and fee-splitting rules. Previously, Ms. Cohen served as the counsel to the Division of Governmental Affairs of the Medical Society of the State of New York.

Ms. Cohen is a member of the New York State Bar Association, the New York State Bar Association Health Law Section, and the American Health Lawyers Association. She earned her J.D. from Albany Law School and her B.A. from Trinity College.
Mr. Rosenberg is a member of the New York State Bar Association is past chair of the Health Law Section of the New York State Bar Association, and a former delegate to the House of Delegates. He is also a member of the American Bar Association and the American Health Lawyers Association. He earned his J.D. from the Benjamin N. Cardozo School of Law, magna cum laude, and his B.S. from Cornell University.
