Am Law 100 firm Polsinelli has welcomed two new shareholders to its New York City office –Steve Polyakov and Patrick F. Rice. Their hiring comes on the heels of the New York office’s recent lease extension and floor expansion at its 600 Third Avenue address.
Steve Polyakov has joined the firm’s Health Care Department and Health Care Operations Practice. His hiring follows that of Ronke Fabayo, a former division director for the Division of Medicare Enrollment and Eligibility Policy of Centers for Medicare and Medicaid Services (CMS).
Patrick F. Rice has joined the firm’s Private Equity Practice Group and is the latest in a string of private equity hires for the firm. He is the fifth lateral joining Polsinelli’s Private Equity Practice this year, including most recently Monica Diddell in Houston and Matthew Weill in New York.

Polyakov advises health care, medical-based and pharmacy clients on their transactional, regulatory, and litigation issues with a deep understanding of their overall growth strategy. He focuses on complex health care matters, such as Medicare and Medicaid audits, managed care and third-party payor contracting, HIPAA compliance programs, employment contracts, medical contracts, overpayment appeals, and challenging pharmacy benefit managers in audits and credentialing. Polyakov advises clients on the compliance steps required to properly minimize risk and maximize revenue. If a dispute arises, he is a skilled commercial litigator and regularly handles matters related to medical license defense, fraud investigations, STARK and anti-kickback laws, breach of contract, federal and state criminal investigations, civil Racketeer Influenced and Corrupt Organizations Act (RICO), and other complex commercial litigation matters. Prior to joining Polsinelli, he was a partner at a New York-based firm and served as chair of the Healthcare and Pharmacy Practice. Polyakov received his J.D. from New York School of Law and his B.A. from New York University
Rice is an experienced corporate attorney who counsels clients, including private equity sponsors, buyers, sellers and financial advisors, in large-cap and middle-market mergers and acquisitions, other corporate transactions as well as related securities matters across multiple sectors and geographies, including the energy, infrastructure, transportation and shipping sectors. He regularly advises on mergers and acquisitions, joint ventures, divestitures, spinoffs, restructurings and other strategic transactions and alliances. He has extensive experience advising clients on related corporate matters, including corporate governance issues, disclosure issues, shareholder agreements, shareholder rights, stock repurchase programs, securities law compliance, proxy contests and corporate control matters. Prior to joining Polsinelli, he was a shareholder at a major global firm. Rice received his J.D. from Fordham University School of Law and holds an M.B.A. from George Mason University. He received a B.S. from the U.S. Merchant Marine Academy.
