Jeremy “Jerry” A. Spector, nationally recognized for his work in public finance tax law and a former member with Mintz, Levin, Cohn, Ferris, Glovsky and Popeo, P.C., has joined the Philadelphia office of Cozen O’Connor in the firm’s Public and Project Finance practice.
Most recently, Spector served as executive director of the New Jersey Educational Facilities Authority, where he oversaw bond issuance and grant administration for college and university projects throughout New Jersey. Prior to joining Mintz Levin, he led Blank Rome LLP’s public finance tax and bond enforcement practice.
Over the course of his 30-year career in public finance, Spector has counseled state and local bond issuers, educational institutions, underwriters, and bond purchasers nationally and throughout the Northeast on a full range of tax issues in public finance transactions, including derivative products, infrastructure finance, housing, industrial development, health care, and ruling requests. He also has significant experience representing issuers and other parties before the IRS concerning audits, enforcement actions, and voluntary compliance agreements.

Spector is a former chair of the American Bar Association’s Tax Exempt Financing Committee. In 2014, he was named Best Lawyers’ New York City Public Finance Law “Lawyer of the Year.” Martindale-Hubbell has rated Spector AV Preeminent, “the highest possible rating in both legal ability and ethical standards.” Spector has also been designated as a Pennsylvania and New York Super Lawyer for many years.
Spector is a Fellow of the American College of Tax Counsel, the American College of Bond Counsel and a Life Fellow of the American Bar Foundation. He is a frequent lecturer and has authored numerous articles on public finance tax law.
Spector holds an MBA in Accounting and an LL.M in Taxation from New York University. Early in his career, Spector was a senior accountant at Coopers & Lybrand and an Internal Auditor at Commercial Union Assurance Companies. Spector continues to be a member of the American Institute of Certified Public Accountants.
