Dinsmore Adds Six Attorneys to Philadelphia Office

Dinsmore & Shohl LLP is pleased to announce the addition of six attorneys to the Philadelphia office, including three Partners, two Partners Of Counsel and one associate. The attorneys specialize in banking and financial services and litigation and will enhance the service offerings to clients. Each of the new attorneys fits Philadelphia Managing Partner Richard O’Halloran’s strategic vision for growth.

Frank A. Mayer III comes from Pepper Hamilton LLP and focuses his practice on counseling regulated business enterprises, including tax-exempt organizations, with special emphasis on financial institutions. He concentrates his practice in the area of bank regulation, international banking, bank insolvency, receiverships and related business disputes, public finance and corporate finance, as well as counseling business enterprises in the relationships with federal, state and local government. Earlier in his career, Mr. Mayer held senior positions at the Federal Deposit Insurance Corporation (FDIC) and the Resolution Trust Corporation (RTC). He also served as corporate chair of the City of Philadelphia’s Law Department under Mayor Edward G. Rendell, and, later, helped lead the transition team for Mayor Michael A. Nutter. Mr. Mayer earned his J.D. from Duquesne University School of Law, holds an LL.M. in Taxation from Villanova University School of Law and received a B.B.A., with honors, from Temple University. Mr. Mayer is a Partner with the Firm.

Richard M. Berman has been providing legal support for financial institutions for over 25 years as both in-house counsel at several financial institutions and as a partner at Parker McCay, P.A. His practice covers an extensive range of issues and laws facing banks. He routinely counsels financial institutions regarding retail, commercial, regulatory and operational issues. Mr. Berman also assists banks with vendor management, lending, cash management, corporate security, payment, and asset recovery matters. He earned his J.D. from Rutgers University School of Law and received a B.A., with honors, from the University of Massachusetts at Amherst. Mr. Berman is a Partner with the Firm.

Maureen Rowan was a Partner at Gallagher & Rowan and focuses her practice on the defense of railroads, self-insured corporations and insurance companies. She is a member and former Eastern Regional Vice President of the National Association of Railroad Trial Counsel (NARTC) and is a regular speaker at NARTC conferences. Maureen speaks regularly at Pennsylvania Bar Institute and Southeastern Claims conferences. She is also a frequent instructor at the NARTC Trial College. She earned her J.D. from Temple University School of Law and her B.A. from LaSalle College. Ms. Rowan is a Partner with the Firm.

Jonathan L. Levin has been the principal in his own financial institutions regulatory practice, as well as recently acting as Special Counsel to Pepper Hamilton LLP. He began his career with the Office of the Comptroller of the Currency (OCC), serving 12 years as Senior Counsel and later was a partner with Reed Smith LLP. Mr. Levin was also a Managing Director of Bear, Stearns & Co. Inc. holding the positions of Chief Compliance Officer and Chief Regulatory Counsel of their subsidiary bank. Throughout his career, he has counseled banks and other financial institutions on the full range of banking issues, prepared licensing and charter applications, structured mergers and acquisitions, and developed financial compliance programs. Mr. Levin earned his J.D. from Georgetown University Law Center and received a B.A., with honors, from Temple University. Mr. Levin is Partner Of Counsel to the Firm.

Paul Gallagher was the founding Partner of Gallagher & Rowan and has represented railroad corporations for over 40 years. He is a former Vice President of the National Association of Railroad Trial Counsel (NARTC). Paul is a frequent speaker at Railroad litigator seminars and a former instructor at the NARTC Trial College. Paul earned his J.D. from Temple University School of Law and received a B.A., from St. Joseph’s College. He is also a graduate of the Advanced Program of the National Society of Trial Lawyers. Mr. Gallagher is Partner Of Counsel to the Firm.

Raymond Hunter was a senior associate at Gallagher & Rowan and focuses his practice on defending railroads, self-insured corporations and insurance companies. He is an experienced brief writer and appellate lawyer having successfully prepared briefs and presented arguments before the Pennsylvania Superior Court. He earned his J.D. from Villanova University School of Law and his B.S., with honors, from Northern Arizona University. Mr. Hunter joins the firm as an associate.
