Dentons, the world’s largest law firm, announces that Andrew C. Maher has joined the Firm’s Public Finance practice as a Shareholder in its Pittsburgh office. Andrew serves as bond counsel and borrower’s counsel to governmental and non-profit entities, as well as underwriter’s counsel and bank counsel to financial institutions in public and private offerings of municipal securities and other similar transactions. Maher was most recently located in the Pittsburgh office of Clark Hill PLC.
Andrew is a trusted advisor overseeing the structuring and closing of multiple series of taxable and tax-exempt municipal securities in both public and private securities offerings, and advises clients on federal securities law, tax law, and other laws and regulations related to the issuance of municipal securities. Banks and other financial institutions seek Andrew’s counsel in transactions related to the underwriting of publicly offered municipal securities and with respect to privately placed securities. Andrew also represents both banks and borrowers in federally taxable and tax-exempt loans. He also works with clients on sophisticated PPP, multifamily housing projects, single family housing projects and other economic development projects.

Andrew is a trusted counselor and advisor on a wide variety of public finance related matters for major and local governments, hospitals and health systems, universities and other institutions of higher and secondary education, municipal authorities, including housing authorities and public utilities as well as other non-profit and for-profit entities. Andrew also represents banks and other financial institutions with respect to the underwriting of municipal securities and as well as other financing solutions to entities able to issue tax-exempt debt.
Maher maintains an active presence in Pennsylvania and is a current member of both the Board of Pennsylvania Association of Bond Lawyers and the National Association of Bond Lawyers. Maher previously served as President of the Pennsylvania Association of Bond Counsel from 2020-2021. He sits in both Pittsburgh and West Chester, Pennsylvania, and is active across the Commonwealth.
