Global law firm Hogan Lovells announced today the addition of environmental litigator Tom Boer to the firm’s Environment and Natural Resources practice in San Francisco. Boer, who joins the firm from Hunton Andrews Kurth, spent nearly a decade prosecuting environmental cases for the government before entering private practice.
“Tom is a force in environmental law who has led the responses to some of the largest environmental incidents in the Bay Area,” said Adam Kushner co-head of Hogan Lovells’ Environment and Natural Resources practice. Scott Reisch, who also co-heads the Environment and Natural Resources practice added, “We are thrilled to welcome Tom to our team. He brings a wealth of experience across nearly every area of environmental litigation and regulation.”
Before entering private practice, Boer served as a trial lawyer with the U.S. Department of Justice and as a lawyer with the Environmental Protection Agency’s Office of General Counsel.

Boer has extensive experience in litigation brought under a wide range of environmental statutes, including the Clean Water Act, the Resource Conservation and Recovery Act, the Endangered Species Act, the Clean Air Act, and the Comprehensive Environmental Response, Compensation, and Liability Act. He represents companies, municipal utilities, and individuals in civil litigation, enforcement actions and citizen suits, as well as in site clean-up and cost recovery matters. He counsels clients in the response to and resolution of liability from catastrophic environmental incidents.

Boer’s hire comes on the heels of another strategic expansion for the Environment and Natural Resources practice with the addition of Jennifer Adams, who joined as a partner in Houston last year after spending eight years as Chief Counsel of Litigation for Koch Industries.
Boer earned his B.A. in Public Policy/Environmental Studies cum laude from Occidental College in 1995 and a J.D. from The George Washington University School of Law in 1999 with honors.
