Troutman Sanders LLP announced today that Hsiao (Mark) C. Mao has joined the firm as a partner in the San Francisco office. He is a member of the firm’s Cybersecurity, Information Governance and Privacy practice. He joins the firm from Kaufman Dolowich & Voluck, where he was a Co-Chair of the firm’s Technology Practices Group and the Vice-Chair of the Financial Services Practice Group.
Mao is the second partner to join the firm’s Cybersecurity, Information Governance and Privacy practice in California in the last month. On October 1, the firm announced the addition of Ron Raether to the Orange County office. Mao is the eighth lawyer to join the firm’s San Francisco office since its opening in April.

His deep technical knowledge, including his background advising on complex database issues, will be a great asset to clients.”
Mao’s practice focuses primarily on emerging technology companies, with particular emphasis on intellectual property, privacy and cybersecurity law matters. He has advised companies throughout their product life cycles on privacy law issues and represented them on data breach incidents. He has broad industry experience counseling and litigating on behalf of companies in the hardware, enterprise database software, online retail, data broker, social networking, mobile applications, green tech, renewable energy, and payment technologies sectors.
Mao has successfully defended numerous organizations through difficult intellectual property disputes, shareholder disputes and consumer class actions where the regulatory and legal issues continue to evolve rapidly, such as in the area of Telephone Consumer Protection Act (TCPA) litigation.
“Mark’s technical and industry experience align well with the strategic focus and growth of the San Francisco office and the firm’s larger West Coast practice,” said Craig Kline, managing partner of the firm’s San Francisco office. “His diverse privacy and data security experience, including advising on the protection of intellectual property assets and his work involving cyber policies for insurance companies, will be of significant value.”
Prior to practicing at Kaufman Dolowich & Voluck, Mao was an IT consultant at Arthur Andersen and an associate at Adleson, Hess & Kelly, and Liner Yankelevitz Sunshine & Regenstreif.
Mao is widely published on privacy and cybersecurity law issues. He is also certified as a Privacy Technologist (CIPT) and a Privacy Professional (CIPP/US) by the International Association of Privacy Professionals (IAPP).
