BakerHostetler today announced the addition of Glenn S. Benson as a partner with its national energy industry practice team. Resident in Washington, D.C., Benson was previously with Davis Wright Tremaine LLP.
Benson has more than two decades of experience representing oil and gas producers, midstream companies, local gas distribution companies, and electric utilities and generators in matters before the Federal Energy Regulatory Commission (FERC) and various state public service commissions. He also provides counsel and negotiation for clients on project development and business transactions. On behalf of energy companies, he has litigated disputes on tariffs and contracts, counseled on regulatory and enforcement matters, and negotiated commercial agreements, including power purchase, interconnection, pipeline precedent and asset management agreements.
In addition to FERC and state commissions, Benson has represented companies before committees, subcommittees, and task forces of every regional electric transmission operator and independent system operator in the U.S. He has also represented companies on regulatory matters before the U.S. Department of Energy, the U.S. Department of Transportation’s Pipeline Hazardous Materials Safety Administration, the Department of the Interior’s Bureau of Safety and Environmental Enforcement (BSEE), the State Department, the U.S. Forest Service, and the North American Electric Reliability Corporation, as well as before various state and federal courts. Benson has particular experience in pipeline related matters, including steering companies through the increasingly contentious certification process for gas pipeline and storage projects, litigating rate cases and open access disputes, and defending companies in FERC enforcement investigations.
Benson has represented clients across the United States as well as overseas. He has represented clients on virtually every major pipeline project involving Appalachian natural gas over the past five years, is representing offshore gas producers in handling first-of-its-kind litigation before FERC and the BSEE, and has represented power marketers in overturning a FERC order for refunds in the tens of millions of dollars.

Benson served on the Board of Directors of the Foundation of the Energy Law Journal from 2005 to 2016, and was its business manager during that time. He also has served in various leadership roles for the Energy Bar Association. He is recognized as a Washington, D.C. Super Lawyer and as a Best Lawyer in America in Energy Law by Best Lawyers.
Benson received his J.D. from the University of Virginia School of Law, where he was an editor for the Virginia Journal of International Law and chief editor for the Virginia Center for National Security Law. He received his A.B., magna cum laude, from Syracuse University.
