Ryan Shores has joined Cleary Gottlieb as a partner in the Washington, D.C. office, focusing on antitrust and litigation. Prior to joining Cleary, Ryan was a partner at Shearman & Sterling LLP.
Ryan will further strengthen Cleary’s market-leading antitrust merger litigation resume. Cleary has successfully defended merger challenges brought by the U.S. Department of Justice (DOJ), the U.S. Federal Trade Commission (FTC), and state attorneys general, and is a go-to firm for mergers facing a risk of challenge. Ryan is a leader in this area, having defended multiple antitrust merger challenges raising cutting-edge legal issues, and will add to Cleary’s experience in this critical area.
Ryan also represents companies in other high-stakes antitrust matters and complex litigation at the trial and appellate levels in federal and state courts, and in antitrust and other investigations. Ryan has represented companies in numerous industries, including internet retail, financial technology, banking, publishing, transportation, energy, defense, and aerospace, in matters involving all types of antitrust claims under Sections 1 and 2 of the Sherman Act and similar state laws. In addition to his litigation and investigations work, Ryan regularly advises clients on a full range of antitrust issues.

Previously, he served as Associate Deputy Attorney General & Senior Advisor for Technology Industries at the U.S. Department of Justice.
Ryan received his J.D. from the University of Virginia School of Law and his B.A. from Huntingdon College. After graduating from the University of Virginia School of Law, he served as a law clerk to the late Chief Justice William H. Rehnquist of the U.S. Supreme Court.
