Former FINRA Senior Officer Elizabeth Hogan Joins McGuireWoods’ Securities Enforcement & Litigation Team

McGuireWoods is pleased to announce that Elizabeth Hogan, former senior vice president of market regulation enforcement at the Financial Industry Regulatory Authority (FINRA), has joined the firm’s nationally recognized Government Investigations & White Collar Litigation Department in Washington, D.C.

Hogan joins as the co-chair of the securities enforcement and litigation team, which features several former senior SEC and FINRA enforcement attorneys and high-level federal prosecutors with extensive experience practicing before a wide range of regulatory authorities. Hogan will represent clients in complex securities investigations, regulatory enforcement proceedings, and civil litigation.

In her prior role, Hogan led a national team of specialized attorneys at FINRA, which is responsible for enforcing compliance by more than 3,000 U.S.-registered broker-dealers with FINRA rules and the federal securities laws. She managed a large docket of matters with an emphasis on market conduct, market access and the exchange trading rules, and coordinated with other financial regulators on numerous issues presenting risk to the integrity of the U.S. markets.

Before joining FINRA, Hogan was a member of the securities litigation and enforcement practice at an Am Law 50 firm. She has more than a decade of experience representing individual and corporate clients in high-stakes government investigations, including significant matters related to electronic trading in the U.S. markets.

Hogan’s arrival follows the recent addition of Charlotte partner Jason Cowley, former co-chief of the Securities and Commodities Fraud Task Force and former chief of the Money Laundering and Asset Forfeiture Unit of the U.S. Attorney’s Office for the Southern District of New York. Earlier this year McGuireWoods’ government investigations practice also welcomed D.C. partner Michael Francisco, a recent law clerk for U.S. Supreme Court Justice Neil M. Gorsuch. The firm also expanded its cross-border capabilities with the addition of London partner Francesca Titus, a white collar lawyer and barrister who handles multijurisdictional investigations and criminal cases.
