Womble Bond Dickinson (US) LLP has strengthened its global business and cross-border trade practices with the addition of veteran attorneys Alan Enslen and John Scannapieco. They join the firm as partners in Womble Bond Dickinson’s Washington, D.C. office. Also, experienced associates Julius Bodie and Frank Xue are coming to Womble Bond Dickinson as part of this team. They come to Womble Bond Dickinson from Baker Donelson, where Enslen led that firm’s International Trade and National Security Practice and Scannapieco chaired the Global Business Team.
Enslen and Scannapieco guide clients in international trade strategies, foreign direct investment, cross-border transactions, and global trade dispute resolution, as well as regulatory compliance and government investigations relating to international trade.
The team’s regulatory and compliance services include advising clients on all aspects of export controls, embargoes/trade sanctions programs, CFIUS/national security reviews, customs and import regulations, and global anti-corruption laws, as well as unsanctioned foreign boycott requests, industrial security protocols, and opportunities under free trade agreements.
The team also counsels U.S. and international clients engaging in cross-border transactions, including, foreign direct investment, buying and selling assets, mergers and acquisition, as well as negotiating and drafting cross border commercial contracts and agreements throughout the world, including the United States, Central and South America, Europe and Asia. The team also assists domestic and international clients address supply chain issues and challenges. The team also has significant experience managing and coordinating global projects on behalf of domestic and international clients, including multi-jurisdictional diligence, corporate, employment, and securities matters. In addition, the team has particular experience guiding companies that do business in Asia and with Asian companies.
Enslen brings more than 23 years of international trade representation to Womble Bond Dickinson, with a particular emphasis on defense and aerospace technology exports. In addition to his legal career, he served as a U.S. Army officer, including as an active duty infantry and special forces (Green Beret) officer.
Scannapieco has more than 30 years of experience in global business matters. He serves as Honorary Consul from Great Britain and Northern Ireland in Tennessee, and sits on the boards of numerous cross-border trade and business organizations, including the International Business Council of the Nashville Chamber of Commerce, the Tennessee District Export Council, the Japan American Society of Tennessee (past-Chair), the Tennessee World Affairs Council, and the Belmont University Center for International Business.
Bodie’s experience includes identifying import/export licensing strategies, advising on global anti-corruption compliance, and counselling on Office of Foreign Assets Control (OFAC) economic sanctions programs. His regulatory practice includes representing clients in Commerce Department, Department of Homeland Security, and State Department compliance.
Xue has particular experience advising Chinese companies that are contemplating a U.S. strategy or that are currently doing business in the U.S. or with U.S.-based businesses. He guides these clients in foreign direct investments, M&A, private equity/venture capital, corporate structuring and governance, commercial contracts, labor and employment, immigration and non-profit matters in the United States.
