Dinsmore & Shohl LLP grows its Washington, D.C. office by welcoming veteran attorney John E. Bowman to the firm. He will serve as co-chair of the firm’s Financial Institutions Group.
Bowman brings extensive financial services experience in both the private and public sectors, enhancing the services offered firm wide. He joins Dinsmore from Venable LLP where his practice focused on advising banks and financial services firms on regulatory, compliance, enforcement and policy issues.
A significant portion of Bowman’s career has been with the Department of the Treasury and the Office of Thrift Supervision (OTS). He most recently served as Director of the OTS, a federal bank regulatory agency. Prior to becoming Director of the OTS, Bowman spent 10 years as Deputy Director and Chief Counsel handling all legal activities for the agency. During his tenure at the Treasury Department, he served as the Assistant General Counsel for Banking and Finance.
“Gaining an attorney of John’s caliber is phenomenal. He witnessed firsthand the shift in the banking industry following the financial crisis in 2008. John was a high level executive at the OTS and the Federal Deposit Insurance Corporation (FDIC) when the regulations were developed and implemented – regulations our clients must now navigate. From a regulatory compliance perspective, his insights will be extremely valuable, and he will be a great resource and leader for our team as co-chair of the Financial Institutions group,” said Susan B. Zaunbrecher, Corporate Department Chair
In addition to serving as the Director of the OTS, Bowman served on the Board of Directors of the FDIC, as Vice Chairman of the Federal Financial Institutions Examination Council and as a director on the board of NeighborWorks America.
“Dinsmore has been on my radar for a while due to its vibrant financial institutions practice, and I look forward to helping our banking clients with their regulatory structure and compliance model,” said Bowman. “I continue to be impressed with the quality of counsel and level of service that Dinsmore provides its clients, so I know it will be a good fit.”
Bowman has been honored with the Presidential Rank Award, which is given to senior executives in the United States Government for their career accomplishments. He also received the Secretary of the Treasury Distinguished Service Award. Bowman has been recognized by The Best Lawyers in America for banking and finance law and was named to Washingtonian Magazine’s 2013 “Washington’s Best Lawyers” list.
“With over three decades of experience in the federal government John brings a unique view of the processes and politics of the city,” said William Sherman, Washington, D.C. Office Managing Partner. “His practice will complement and broaden the range of services we offer from our D.C. office, and I’m excited to have him here.”
Bowman is a member of the American Bar Association’s Banking Law Committee and serves on the Federal Bar Association’s Banking Law Committee Executive Council. He earned his J.D. from Pepperdine University School of Law and received his B.A. from California State University at Fullerton.
