Jones Day adds leading Labor & Employment partners Elizabeth Dougherty and Douglas Hall in Washington

The global law firm Jones Day has announced that Elizabeth (Liz) Dougherty and Douglas (Doug) Hall have joined the Firm as partners in its Labor & Employment Practice and will be based in Jones Day’s Washington Office. Both Doug and Liz are among the nation’s most experienced transportation labor practitioners, with deep experience in the Railway Labor Act (“RLA”).

Ms. Dougherty served as Chairman and Board Member at the National Mediation Board, an independent agency that oversees airline and railroad labor relations and administers the Railway Labor Act. As one of three Senate-confirmed presidential appointees on the Board, her responsibilities included oversight and mediation of collective bargaining, conducting and investigating representation elections, and supervision of the grievance arbitration program. Earlier in her career, Ms. Dougherty served as Special Assistant to President George W. Bush for Domestic Policy, where she advised the President on labor and transportation policy issues. She also served as Chief Counsel to the United States Senate Subcommittee on Employment, Safety and Training. Admitted to practice law in New York, Virginia, and Washington, D.C., Ms. Dougherty holds a J.D. from the University of Virginia and an A.B. from Duke University.

Mr. Hall represents air carriers and other major U.S. companies in connection with collective bargaining, contract interpretation, mediation and arbitration of grievances, and complex labor and employment litigation. He frequently appears before federal and state courts and administrative agencies in matters involving rights and obligations arising under a variety of federal, state, and local labor and employment statutes. Mr. Hall counsels clients on compliance with such laws and on the labor and employment issues presented by contemplated corporate transactions, as well as on efforts by employers in bankruptcy to reject their collective bargaining agreements. Mr. Hall holds a J.D. from Georgetown University and a B.A. from the University of Pittsburgh. He is a member of the District of Columbia and Ohio bar associations and has written extensively on employment law, particularly on airline matters. He is a Co-Editor in Chief of The Railway Labor Act (BNA), the leading treatise on that statute.

Ms. Dougherty joins from the Washington office of Ogletree Deakins where she chaired that firm’s Airline and Railway Practice Group. Mr. Hall joins from the Washington office of Ford Harrison, where he was a partner in the Transportation Practice.
