Manatt Continues Strategic Growth in Washington, D.C.

Manatt, Phelps & Phillips, LLP, today announced that Daniel R. Addison has joined its Federal Government Affairs and Public Policy practice as a partner in the Washington, D.C., office. Addison comes to Manatt from Squire Patton Boggs. His move comes on the heels of three major Washington, D.C., additions in April, as Douglas C. Boggs, Alan M. Noskow and Joseph G. Passaic joined Manatt, also from Squire Patton Boggs.

Addison brings a vast range of public policy experience to Manatt, including legislative strategy, government/multilateral funding solutions and foreign sovereign concerns before the U.S. Congress, the executive branch and multilateral agencies. He has also worked extensively with sovereign governments, particularly in developing nations, with an emphasis on Africa. Addison has handled significant matters involving natural resources, multimedia targeting initiatives, and the risk management aspects of environmental compliance, rulemaking and litigation.

He will provide critical strategic positioning and support to clients as they navigate federal and international environmental policies. He will also advise on crisis management issues and facilitate alternative dispute resolutions and mediations.

Addison served in senior-level positions in both the Reagan and first Bush administrations. He came to Washington with the late Lyn Nofziger, who would become assistant to the president for political affairs following the 1980 Reagan presidential campaign.

Outside the beltway, Addison spearheaded California’s recycling efforts as senior staff for the state’s then-Governor Pete Wilson, for whom he’d previously worked during Wilson’s tenure in the U.S. Senate. Wilson called Addison one of the nation’s leading experts on natural resources.

Addison spent the last two decades working closely with the famed lobbyist the late Tommy Boggs.

Addison has served as special counsel (Natural Resources) at the National Oceanic Atmospheric Administration (NOAA). In that role, he was a principal architect of the Exxon-Valdez settlement. He also served as National Natural Resource Damages counsel for the American International Group, and as an acting associate administrator for Industry and Congressional Affairs at the U.S. General Services Administration (GSA), heading the agency’s strategic business initiatives and legislative strategy.

In the private sector, Addison served as vice president for Government and International Affairs at Pacific Research and Strategies, Inc., a leading California political consulting firm. He began his career in Washington, D.C., at the Republican National Committee, where he handled the recruitment of nontraditional voter groups, with an emphasis on African Americans.

Addison earned his J.D. from Catholic University of America, his M.A. from Claremont Graduate University and his B.A. from Claremont McKenna College, where he was a Margaret Martin Brock Fellow and a John Brown Cook Fellow.
