Winston & Strawn Adds International Trade Partner Christopher Monahan in Washington, D.C.

Winston & Strawn LLP is pleased to announce the addition of Christopher Monahan as a partner in the firm’s Washington, D.C. office. Joining Winston’s White Collar, Regulatory Defense & Investigations Practice, Christopher is a highly regarded advisor to U.S. and multinational clients, with significant experience in export controls, economic sanctions, and anti-corruption/anti-bribery issues. Monahan joins Winston & Strawn form the D.C. office of Crowell and Moring, LLP.

“Christopher’s background advising on complicated international transactions, global sourcing models, and corporate compliance structures will enhance our global regulatory capabilities, particularly in tandem with our Litigation and International Trade practice in London,” said Winston Chairman Tom Fitzgerald. “This resource will be of high value to our clients as they navigate dynamic and fast-moving foreign policy changes.”

Christopher counsels clients across a broad scope of industries regarding compliance with the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), the sanctions programs administered by the Office of Foreign Assets Control (OFAC), and on the Foreign Corrupt Practices Act (FCPA). He has an active investigations practice, both internally–including risk assessments and compliance reviews–and in response to government inquiries. Additionally, he advises on international trade-related risks associated with corporate transactions, including private equity funds.

Christopher regularly assists clients in determining jurisdiction and export control classification of their products and technology, in obtaining government authorization to export goods, and in services ranging from defense articles and services to humanitarian aid to embargoed destinations.

“Christopher brings additional depth to our litigation and international trade practices, enhancing our ability to help clients revise and implement compliance policies, run investigations, train company personnel, and respond to government rulemaking,” said David Rogers, Winston’s Washington, D.C. managing partner.

Christopher’s arrival marks the latest in a series of major lateral acquisitions for Winston’s Washington, D.C. office. Along with international trade partner Cari Stinebower’s April 2019 move, the firm welcomed nationally recognized white collar defense and trial attorney Abbe David Lowell, seasoned DOJ Prosecutor Eric Meiring, and an industry-leading energy and infrastructure group with four partners and three of counsel, all in 2018.

Christopher has lectured on export controls and sanctions for the American Bar Association, the American Conference Institute, the International Compliance Professionals Association, and other professional groups. He received his B.A. in history from Santa Clara University and earned his J.D. from the Georgetown University Law Center.
